Abstract

The paper addresses the structural alignment between higher education systems and the modern labor market. The
primary goal is to formalize the functional linkages and develop a logical-mathematical model ensuring synergy between qual
ified human resource supply and economic demands. Utilizing system analysis and set theory, the model evaluates the intersec
tion of program competencies and market demands. Complete synchronization leads to program accreditation, while structural
gaps trigger an interactive Dialogue Mode for curriculum modernization. This mathematical framework minimizes systemic
inconsistencies and enhances the socio-economic efficiency of higher education.
